Rancher supports "external services" now, this could potenially be a way to add the rancher server to the LB.

manager has been added as an external service (in the utility stack of the rancher-catalog) however it's not being automatically registered by the events listener. This needs to be fixed

manager is registered as utility.* eg. utility.depot.local
