No launch.json file #1

In the readme.md file, it is noted "You can run the migration from vscode using .vscode/launch.json in this project."

But the file is not in the repo.

Included a launch.json file in the code. This has all the flags in it, some are commented out. Variables will need to be substituted for an individual environment.
