Added west europe streaming endpoint #26

There is a location mismatch between Azure and MKIO for value West Europe. Added another else if block for that.

Thank you for adding "my case", but I feel there need to be a lot more cases covered. "North europe" for instance will probably have the same problem. Maybe someone should pro-actively check all azure regions?
