Validation state of new skills requested by user to be added to skills tree #41

We need means of tracking the state of requested skills added by users at the moment of registering. If a user requests "scrum master" to be added as a skill, but I decide not to add it to the skill tree, I need to track that. If 10 users request the same "scrum master" skill, I need to track this number too.
