Update issue templates #161

EDIT: FYI I generated this Pull Request from GitHub's Issue template Wizard. The text of the template is just the default "Bug Report" template.

I just added a link to Discussions to the Issue config. (I don't think it's possible to test this in advance, but basically it offers a link to Discussions as an alternative to opening an Issue. You can see an example of this interface here.)

The GitHub guide to Issue templates is here. One thing I should add is a <details> block (for verbose terminal output).
