Uses similar naming to mediawiki-dump, from one of the past contributors to wikitools. (I'm not 100% sure, but this might be a more modern replacement for wikitools... either way, potentially someone to be friendly with!)
I already created a placeholder on PyPI, and it seems like we're like 99% of the way there to being able to publish there.
I can change the name of this repository to match the new name right when I merge this.
