Add logic to fill up a report form that generates a task using the settings file

This task will cover the refactoring of Apdex test automation scripts implemented for the test scenarios previously written so that they now use a more generic settings file alongside the settings-provider.js configuration file:

The tests to be modified will centre around app navigation and should include the following:

• should submit a report for a newly created person
• should open the tasks page and view a task
• should open the reports page and view a report
• should open the messages page and view a message
• should open the performance page and relaunch the app
• should view a person within the household (Already covered)
• should view the community health workers area (Already covered)

I've completed the implementation for the report form and Navigation tests but I'm unable to run the tests successfully yet. I'll work on fixing this issue today before I create a PR for review
