Add feature flag and hide old navigation

This is the base to the following tickets.

• Add feature flag, this means:

  • Add new permission in default config with no roles inside: can_view_old_navigation, for example see here.
  • Add a constant for this permission and make it exportable, for example, see here.
    • Add this in the Headers component

• Hide the old navigation in desktop and mobile when the user has this permission
