EPIC: Filter aggregate targets by facility_id #136

In https://github.com/medic/cht-core/issues/6543 we added the ability to have multiple facility_ids per user but we disabled aggregate targets for users with multiple facility_ids. This ticket addresses adding support for aggregate targets for users with multiple facility_ids.

Hi @michaelkohn thanks for creating the EPIC. I divided the task into these deliverables

Breakdown of Tasks

I will create a add-filters-aggregte-targets branch for this feature. To that branch I will merge the 4 individual branches above and then finally we will merge the add-filters-aggregte-targets branch into master.
