This is the first deliverable of the EPIC: Filter aggregate targets by facility_id.

One consideration...

At some point there's going to be two filterable things: facility and reporting period. But there will also be users who do not have multiple facilities so we don't really need or want to show them options to filter by facility since they'll only ever have one.

If we are going to release the facility filter in a separate release as reporting period

  1. Add filter only for users with multiple facilities

If we are going to end up releasing facility/reporting period together

  1. Add filter icon for everyone
  2. Only show the facility section of the filter for users with multiple facilities
  3. Show the reporting period filter for everyone
