This is the third deliverable of the EPIC: Filter aggregate targets by facility_id.

Due to the work to Disable Aggregate Targets for users with multiple facility_ids, we now need to ensure:

User with multiple facility_id:

[ ] Enable Aggregate Targets for users with multiple facility_ids.
[ ] User with multiple facility_id can see Aggregate Targets
[ ] User with multiple facility_id can interact with the filter button (open and close it)
[ ] User with multiple facility_id can see the option to filter by CHU

User with one facility_id:

[ ] User with one facility_id can see Aggregate Targets
[ ] User with one facility_id can interact with the filter button (open and close it)
[ ] User with one facility_id cannot see the option to filter by CHU
