KR: We have chosen 3 pages to make faster

While there are still outstanding tests to be run that will help inform this, we feel there's enough data to illustrate low performance in a few high volume areas/actions (see list below).

While tasks:refresh was consistently the lowest performer, it is also a highly complex area so we plan to focus on contact_detail.... first since it is expected to be a bit more straight forward as we establish a practice around using apdex to guide our work.
