Understand Supervisor workflows and config for MoH Uganda #54

To help make sure that https://github.com/medic/cht-core/issues/6543 doesn't cause any other weird issues for MoH Uganda, we need to understand their workflows in and out. We should either:

  1. Meeting recording here
  2. Hierarchy deck here
  3. Dev environment with current config https://vhtapp-4x.dev.medicmobile.org/
  4. Users will be "Health Assistants (HA)" at the "Health Facility" level, some HAs will oversee multiple health facilities
  5. Mostly verification workflows (death reports, missed danger sign follow-ups) and a supervisory form
  6. HE sees only VHT Area, not the VHT, also does not see households
