Support for this via CHT4.x projects is blocked because the the upgrade logs have moved to a new database. Thread here. https://github.com/medic/cht-couch2pg/issues/131. I'm going to start with a 3.x-only version.

This change has a dependency on https://github.com/medic/cht-couch2pg/pull/136. We need to both merge and deploy across monitored couch2pg instances to support this.
