The fix for this issue is contained in https://github.com/medic/cht-core/pull/8575. This PR 1) adds a regression test for this case, and 2) refreshes package-lock to pull in the new cht-core fix.

We can review the PR as written, but this shouldn't be merged as-is. We should refresh the package-lock again once https://github.com/medic/cht-core/pull/8575 merges.
