fix(#555): handle non-existent directory in update-extension-libs #557

@yrimal, when you merged https://github.com/medic/cht-conf/issues/555 it did not trigger a new release of cht-conf since the the commit messages was not quite the correct format. (I know this because I have done this too many times myself....)

This is an empty commit (hopefully with the correct format) that should trigger the release!
