Update dependencies for 3.16.0 #7661

  1. Set the version number in package.json and package-lock.json
  2. Update dependencies to get the latest fixes and improvements. Follow documentation here.

REMINDER: please update google-libphonenumber per #7621

too messy to do this with 4.0 around the corner, let's hold off on this to keep 3.16 cleaner and faster.
