feat(#6669): barcode scanner - Enketo widget and search contact with barcode #9548

Description

With the work done in this PR:

CHWs can scan a barcode into a form field - using the new barcode Enketo widget I created.
CHWs can search contacts using barcode - a feature I built in 4.4.1 and brought back to this PR for 4.9.0
