From the guide, it is not clear where the privacy-policies.json file should reside.
Is it in the privacy_policies folder?
When running cht upload-privacy-policies, it shows the warning:

WARN No policies language mapping file found at path: D:\space\repo\medic\configs\config-moh-nepal\province\privacy-policies.json
INFO upload-privacy-policies complete
So we should probably update the document to make it clear that the json file should be in the root of the project, not inside the privacy_policies folder.
