Improve 'CHT Local Environment Setup' #358

Is it possible for this to work without getting the ERR_CERT_INVALID issue that basically prohibits you from doing anything? If not, we should explain how to get beyond that error (by typing thisisunsafe)

I haven't tried it but it should work fine for localhost. I think it should be http not https?

The really difficult part comes when you want to access that instance from another device on the network (eg: a phone) - we don't have a clean solution for that yet.
