Delete the FHIR subscription resource if the mediator is unable to create a task in the CHT #45

This issue addresses this TODO. If the mediator is unable to create a task in the CHT by creating a document using the CHT's api then it might be necessary to delete the subscription resource. Alternatively we can add a timeout parameter in the created resource.
