feat(#45): Delete FHIR Subscription Resource after Failed CHT Request #57

Description

Deletes the subscription in FHIR if the CHT record creation fails.

Closes medic/interoperability#45

@samuelimoisili can you please explain a bit about why did you close this PR? Are you still planning to work on that issue, but in a different PR? Thanks!
