User: Admin User Site: Standard config site Platform: Chrome Desktop Test Steps: Create a new district with no primary contact Create a new health center within that district with an existing person as the primary contact and select all health programs(use cases). Expected Result: The new district is created with no primary contact associated. The new health center is created and associated under the district. The new health center has a primary contact associated to it. The new health center also has all the use cases available
