Create new user associated to person in an Area. #64

User: Admin Site: CHT config site Platform: Desktop With Chrome Test Steps: Create a new offline user associated to a person at the Area level. Log in with said user.

Expected: The user should be able to log in and only see the children of that area. While also being offline.
