Total Cost of Ownership (TCO) for CHT apps is clear

Key results

[x] Documented Hosting TCO formula available and understood by 2 self-hosting partners

Progress with high-level steps

[ ] User interviews (with Programs teammates, etc) to understand what should be included in the TCO to be useful when talking to partners
[ ] Develop the TCO formula
[ ] Measure TCO from January 1
