Overview

We know that upgrading cht-android is expensive (both time and money) and logistically complicated. Investigate why this is and options to improve it.

While they hide it very well, Headwind MDM offer a lightweight "community" MDM version which I think is free to host and install which might be sufficient for our partner's needs. It would surely be worth prototyping to see.

One complaint I've heard is that it uses a lot of resource on the phone, so be sure to test it on a representative device.
