Add blip for Loki #8

Add a blip about how Loki is used in the context of observability/monitoring logs. Potential status: trial. (to be discussed with the Infra team)

@henokgetachew do you have any documentation about how we use Loki in the context of the CHT infrastructure? I would like to mention it on the radar as a tool we are using, and I need more context. Thanks!
