Show full lineage even if only a lower position in the lineage is searched and resolved #22

  1. Move a CHP
  2. Specify a CHU but not a sub county

Observed: The move-contacts summary page shows the lineage from the CHU down Desired: It would be great to show the full lineage. County down

This is the same within the new users table. The subcounty isn't always visible if you only search for CHU.
