Sometimes I'm in the "new CHU" page, I am doing a search and the sub-county doesn't exist yet.
I go to the CHT and create the sub-county.
To complete the search I need to navigate away from the current page, refresh, navigate back, and create the CHU
Proposed: All search boxes should have a button to bust cache and refresh the data being searched from CHT
