Add chunk compression and encoding #20

Use snappy as the default compression.

If yes, I'll defer to Hareet - I don't have anything to offer on this PR. If you need a second reviewer, I suggest Diana or Yuvraj who both have more local CLI skills with k8s/helm to know impact of this change.
