Server side purge #134

I kept Stefan's original file and straight up copy pasted some passages that still apply. Unsure how it would be clearer, to keep them separate like this or have them in the same file.

A 3.3.0 client side purge config will just work after upgrade to 3.7.0?

The purge function would work - as in it wouldn't crash, but it would ignore messages (which is an additional parameter in the new function). Purge won't run server-side as it does need additional config to set the running schedule, so there is some setup needed. Do you think I should write a migration so, if config has a purge function, I would add a default schedule (like running every Sunday at midnight)?

I'll give combining them a try and see if I can draw a clear line between the two. Not having version scoped docs hurts.
