medic-os re-install fixes #45

This PR fixes:

[x] medic-os installing correctly on fresh project
[x] medic-os doesn't re-install if container restarts on existing project
[x] medic-os takes correct variables for starting up on existing project

image: medicmobile/medic-os:cht-3.7.0-rc.1 contains all fixes for monolith medic-os container to boot and upgrade 2.x projects.
