Install xsltproc for enketo form building #47

@Hareet I'm not 100% familiar with the OS... Is this all I need to make xsltproc available to the api service?

@Hareet unfortunately as we've merged medic/medic#4450 to master it no longer works on medicos without this change, which will block AT for anything based off the more recent master.

Do you have an ETA for merging this etc?

@SCdF Since there is no CI/CD or testing for infra releases, we are a little out of sync with master and medic-os image builds. This has been built into an image and SRE build-tested, but not merged to master and deployed to any projects yet.

I'm merging this to master now, and will notify in Slack (#sitereliability) when a deploy to specific projects has been updated
