Use lease logic from common repo

• In this PR NMO uses lease functionality from the common repo
• There is a bit of a "white noise" due to some tidy I've done - my apologize (it might be easier to review each commit separately)
• This is a WIP for two main reasons:
  • common repo which is used is from my personal repo (common repo PR hasn't merged yet)
  • At the moment we are at Feature Freeze and we'd like to avoid unnecessary risk
