Opinion level of a question or answer isn't passed to template #102

In core-topic-questions.html, line 56, the div with class "earmark" also has a class of olvl0, this should be populated with the opinion level of the question and not the constant 0.

We're not sure if opinion flagging is also broken, or if its just not being surfaced by the template. Need to check this.

This is in local development instances.
