ability for admins to see parentless comments, move comments from topics #153

1.) Comments can be abandoned if they are removed from all the topics they are associated with and there is no way to see which questions have been abandoned without entering the admin views

2.) I believe the functionality to move comments is implemented however there is no interface to do so in the CMS
