The internet where I am is really flaky, so I'm having trouble seeing if I can reproduce this locally. But as far as I can see legacy isn't installed as part of installing xfce, only the gnome target gets it, and that's just for ubuntu. In a week or two I won't be traveling so much and I'll be able to sit down and try to help more. Let me know if you find anything in the meantime!
This seems to be a long-standing bug. For now, can you use xiwi to run your graphical programs instead?
Xiwi works, first install core, update everything, install base-devel. Go out of the chroot and update it with the xiwi target. Go in the chroot and start a program with xiwi -F xterm Its not perfect but it works.

Edit: I now got awesomewm running in xiwi!
Please describe your issue:
Can't start X session. Normal crouton says to remove xserver-xorg-legacy to fix the cannot open tty0 problem, but I'm unsure how to go about that in Arch
If known, describe the steps to reproduce the issue:
sudo startxfce4 -n arch
