QuickUMLS: Evaluate using pysimstring (vs simstring) for simpler dependencies #17

https://github.com/percevalw/pysimstring allows for simpler installation of simstring, especially on Windows where libraries like libiconv often require extra steps, or using package managers like conda instead of pip.

@jianlins has investigated this.

This has been merged into master and this will be immediately evaluated for use as version 3.0 for the next medspacy release.
