User should be able to see which languages translations are available in #148

Indicate which languages transcripts have been translated into.

We now have a dropdown that maps all available languages. The dropdown also exposes function for adding new languages (not only toggling between existing ones). All logs to the console for now, so @Laurian can wire it up.
