Orange timeline marker should display time while being moved. #88

Suggest we do it the same way as montage.meedan.com with the expanding bubble at the top.

We already have that functionality in, achieved with material-ui standard pattern—a tooltip. The previous bubble was non-standard and displayed only minutes:seconds due to its awkward shape. We now made space for HH:MM:SS format, which I consider to be an improvement. Closing this for now.
