Instructions to new users on

some basic layout considerations
- one landing page with links to more specific topics
- good idea to "sign" contributions so questions can be sent directly
links to guides on editing MediaWiki-documents
- like the project website
don't be afraid to contribute!
- edits can be rolled back if you screw up
- email an admin if you want a page deleted

Perhaps a prominent position on the landing page? #12

Pages with similar info can be collapsed. That'll make searching a lot easier. I started a whole page for using mne-py, that wasn't really necessary. :dash:
