Make tier 1 move learnable through brains training #4

In vanilla, it is impossible to learn the first tier move in each specialty through brains training. This isn't not as much of a problem there, because usually you already have the first tier move (or something better). In the randomizer, however, this can be very problematic. You can be stuck with a tier 8 complete garbage move and unable to learn the great tier 1 move through brains. It would be good to make the tier 1 move have a high chance of learning.

Set chance of learning tier 1 move to 40%.
