Initial version will label based on types of files changed.

This will probably only do the labelling when merged. But it seems to be working.

This will label PRs with Python, Documentation or Configuration based on the files that get changed. Probably not as useful on svgelements as it will be on MK where we can e.g. create labels for Core, Kernel, Gui, Extras etc.
