Users displayed in picture in picture don't disappear when they leave

Describe the bug Users displayed in picture in picture don't disappear when they leave. their video frame stays frozen but does not get deactivated unless the user chooses to manually close the picture in picture.

To Reproduce Steps to reproduce the behavior:

1. Start a call with 2 users in it

2. Click on view video stream in picture in picture on one of the instances

3. have the other user leave the room

4. See error

Expected behavior When a user leaves, picture in picture views of them on other instances should either deactivate or show a message saying they left.
