Set nicklen to standard IRCd length #37

Most IRCds on major networks accept nick lengths between 30 and 31 lengths. The worst case scenario is either the nick will get rejected or the over running letters will get cut off as it does on efnet.

Fair enough, though this was easily set able by the user in their init config
