ROUTE_TABLE_SZ Makefile definable #102

The routing table size of blip is hardcoded in tos/lib/net/blip/iprouting.h to 
ROUTE_TABLE_SZ = 20.

It would be better if this is definable in the Makefile, so that it is obvious 
where the limitation is. We ran into this when trying to have a larger one-hop 
network.
