[patch] lib6lowpan fails to set intra-pan flag #67

As BLIP-2.0/lib6lowpan neither uses nor supports inter-pan frames, the 
intra-pan ("PAN ID compression") flag must be set in the FCF. Without it set, a 
compliant decoder expects the "Source PAN ID" byte to be present in the header 
before the source address.

I reviewed this patch over the weekend, and think it makes sense; what I'm 
trying to figure out before I commit it is how we passed interop testing with 
contiki without this being in place.  If the cc2420 driver sets this flag, that 
would be an explanation; I'll have it resolved today.
