Bump Python version #98

Test fail for #92 because PEP-586 needs Python 3.8.

Given the current state of the environment: https://github.com/mehta-lab/waveorder/pull/92#issuecomment-1339772246, we can bump the supported Python version and tests to 3.8-3.11.
