Quick Play chooses poorly for Inn's Discards

What steps will reproduce the problem?
1. Enable Quick-Play
2. Have an Inn and a Council Room in your hand
3. Play the Inn.

What is the expected output? What do you see instead?

My hand contained:

Inn, Council Room, Province, 2 Copper, 2 Silver. (after the Inn's 2 card draw)
I would expect the QuickPlay to discard the Province and a Copper, leaving me 
to play the Council Room. 

Instead the Province and the Council Room were discarded.  

What version of the product are you using? On what operating system?

Android 2.3.6 on a SGS2.
AndroDominion version 2.02  (latest)

Please provide any additional information below.

I've noticed this behaviour before with some other cards with +Actions.

It's as if the extra actions were ignored in making the choice to discard 
Council Room.  I think the +2 Actions is being ignored when calculating which 
cards to discard.
