Register: add a "join the cloud beta" button #40

Context

Some users are trying to register with emails that haven't been approved yet. Some others might access the cloud before stumbling across the cloud beta registration form. To solve that we would need a Join the cloud beta button, and add a link inside the corresponding error.

Done: we add a simple info banner with a link + an error message if the entered email is not onboarded yet.
